After the legislative subcommittee has finalized its reviewing process, the new rules will be taken to the Arkansas Legislative Council (ALC) where they will have to be approved. After that, it becomes a matter of filing with the Secretary of State.
All of these things together could potentially be done by March or April, thus making a summer launch seem plausible.
